Signing of Jingzhou Sino-French Low-Carbon Ecology Demonstration City Cooperation Project

After the successful declaration of “Sino-German Low-Carbon Ecology Demonstration City” in March of this year, our city’s progress of the declaration of “Sino-French Low-Carbon Ecology Demonstration City” has made an important advancement. On the afternoon of Nov. 9, a memorandum of understanding for Jingzhou Sino-French Low-Carbon Ecology Demonstration City Cooperation Project has been signed by Jingzhou Jinan Cultural and Tourism District, Centre Scientifique et Technique du Bâtiment (Center of Building Sciences and Technologies, CSTB) and China Eco-City Academy (CECA).

Prior to the signing of the memorandum, Yang Zhi, secretary of CPC Municipal Committee and chairman of Municipal People’s Congress Standing Committee, and Cui Yonghui, mayor of Jingzhou Municipal People’s Government, met with the team of Cristina, director of Urban Strategies of CSTB, and Sun Jiangning, director of Livability Center of CECA.

Yang Zhi said, the 19th National Congress of CPC that has just concluded insisted on the promotion of building a community of shared future for humans, which is one of the fundamental strategies of continuing and developing Chinese socialism in the new era. The report of the 19th National Congress of CPC also pursue opening up on all fronts, which is a great driving force for our declaration of “Sino-French Low-Carbon Ecology Demonstration City”. I hope that CSTB and CECA will continue their attention and support of Jingzhou and bring their advanced experiences in low-carbon ecology and sustainable urban development from France, which can improve the ecology-first green development of our city. Jingzhou will develop this project with persisting efforts.

Cristina expressed her gratitude for the city’s trust in CSTB. She said, in June this year, we have appreciated Jingzhou’s abundant water resources and brilliant history and culture when we were here for the site survey with experts from Chinese Society for Urban Studies. Water resources and cultural heritage are important characteristics of Jingzhou. We hope that the city will make full use of these resources when it continues to accelerate the development and the building of a big city. We would like to work together with Jingzhou with our continuous efforts for the successful listing of “Sino-French Low-Carbon Ecology Demonstration City”.


According to the agreement, the three parties will cooperate in the field of eco-city technologies. After passing the expert review, Jingzhou will be awarded the title of “Sino-French Low-Carbon Ecology Demonstration City” and will promote the landing of the project for construction.

In June this year, Chinese and French experts came to our city for site survey. The Guanju Region under the management by Jinan Cultural and Tourism District was chosen to be the project site. This region is 2 km away from the downtown of Shashi District and covers approximately 8 square kilometers. This region is located in Guanju Town and is on the north of Shanghai-Wuhan-Chengdu high-speed railway, borders Haizi Lake in the north and Taizi Port in the west, and extends to the Shiyizhi Canal in the east. This region features beautiful natural views, high forest and vegetation coverage and good preservation of water systems. It has one port and three lakes which constitute a unique landscape with water. Ecological and cultural tourism is the major function of this region. 2 east-west and 3 north-south trunk roads have been planned.
Wu Chaoan, member of CPC Municipal Standing Committee and director of Department of Publicity, chaired the signing ceremony. Duan Changlin, member of CPC Municipal Standing Committee and secretary general of CPC Municipal Committee, Fu Zhifeng, deputy mayor, and Chen Bin, secretary general of Municipal Government, attended the signing ceremony and the meeting.
